The River Annan District Salmon Fishery Board is applying to the Scottish Government for a regulation under the Salmon and Freshwater Fisheries (Consolidation) (Scotland) Act 2003 and decided by ministers.
The board hopes it will come into effect by February 25 next year, making it illegal for anyone to keep sea trout caught in the Annan district by rod and line or net.
Nick Chisholm, director of the River Annan DSFB, says catches in the River Annan and the Solway stand at an all-time low and have shown no signs of improvement over more than eight years.
